How it works:
A clock-in passes if either the user's GPS is inside any active geofence's radius
OR their request IP is inside any active geofence's CIDR list. Failures log silently
to the audit trail and surface in the Anomalies page. Per-employee exemptions can
be set on the employee record (for remote workers, district-office staff, etc.).
